The guidelines of the nigerian upstream petroleum regulatory commission (nuprc) requiring oil and gas operators to move from estimated emissions reporting to measurement-based reporting by the first quarter of 2027 have received a major boost with the deployment of a new digital monitoring platform.
The commission has taken delivery of the nigerian oil and gas industry emission trac(kNOGIET), a technology-based system designed to improve methane emissions tracking, reporting and regulatory enforcement across the sector.
NOGIET was officially handed over to the commission chief executive of the nuprc, Mrs Oritsemeyiwa Eyesan, at the commission’s headquarters in Abuja.
The executive commissioner, health, safety, environment and community (hsec), Captain John Tonlagha, who represented the cce, said the platform was developed as part of efforts to strengthen the implementation of the commission’s 2022 guidelines on managing fugitive methane and greenhouse gas emissions in the upstream oil and gas industry.
Eyesan said the initiative supports the commission’s digital transformation programme and aligns with Nigeria’s commitment to reducing methane emissions, ending routine gas flaring and achieving net-zero emissions by 2060.
She explained that nogiet combines satellite-based methane plume detection, regulatory mapping of oil blocks and pipelines, as well as facility-level emissions measurements to help regulators identify pollution hotspots, uncover inconsistencies in reported figures, prioritise inspections and improve compliance monitoring.
The NUPRC boss added that integrating the platform into the commission’s regulatory monitoring and data management systems would enhance the accuracy, reliability and credibility of emissions data generated within the industry.
In a statement issued by Eniola Akinkuotu, head of media and corporate communication, the commission said NOGIET was developed through a partnership involving the Stakeholder Democracy Network (SDN), with financial and technical backing from the Global Methane Hub (GMH).
The platform is designed to serve both the NUPRC and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), creating a coordinated framework for methane management across the entire oil and gas sector.
Eyesan commended the Global Methane Hub for its support and praised SDN for its leadership, coordination and commitment towards delivering the initiative.
Speaking at the event, the board chairman of SDN, Mr Inemo Samiama, said the ability of nogiet to compare satellite data with facility-level measurements would help regulators detect possible discrepancies and take evidence-based enforcement decisions.
Samiama said SDN had handed over the complete front-end and back-end components of nogiet to the commission at no cost, adding that the platform would be moved from its temporary website location to a dedicated nuprc subdomain.
He stressed that methane emissions cut across both upstream and downstream operations, noting that nogiet was developed as a single monitoring platform for the entire oil and gas industry.
For a better society
