July fuel squeeze: Petrol use tanks 25% as diesel reserves hit 46 days, NMDPRA reports

Nigeria’s fuel picture shifted in July, with less petrol going around but stronger backup stocks for diesel, according to the Nigerian Midstream and Downstream Petroleum Regulatory Authority’s July 2026 Factsheet.

Crude feed to local refineries eased. They took in 0.585 million barrels per day in July, down from 0.632 million barrels per day in June. That’s an 8% drop month-on-month.

For petrol, the numbers pulled back across the board. Total daily PMS receipts fell 10% from 50.6 million litres to 45.5 million litres. The bigger hit came from local supply, which slid 21% from 32.5 million litres per day to 25.8 million litres per day. Imports cushioned part of that gap, climbing 9% from 18.1 million litres per day to 19.7 million litres per day.

Diesel told a different story. Overall AGO receipts jumped 46% from 16.2 million litres per day to 23.6 million litres per day. Local AGO output dipped slightly by 3% from 16.2 million litres per day to 15.7 million litres per day, while imports went from zero in June to 7.9 million litres per day in July.

Cooking gas also edged up. LPG receipts rose 4% from 5.1 kilotonnes per day to 5.3 kilotonnes per day. Domestic LPG supply grew sharply by 22% from 3.6 kilotonnes per day to 4.4 kilotonnes per day. Imports of LPG fell 40% from 1.5 kilotonnes per day to 0.9 kilotonnes per day.

Jet fuel and gas supply softened. ATK receipts dropped 24% from 2.5 million litres per day to 1.9 million litres per day. Domestic natural gas supply declined 8% from 5.116 billion cubic feet per day to 4.723 billion cubic feet per day.

On inventory cover, the country is in a better spot. PMS stock sufficiency improved 14% from 19.7 days in June to 22.4 days in July. AGO cover expanded even more, up 25% from 37.1 days to 46.5 days.

Usage followed the tighter supply. PMS consumption fell 25% from 47.4 million litres per day to 35.7 million litres per day. AGO consumption dipped 8% from 16.0 million litres per day to 14.7 million litres per day. ATK use dropped steeply by 41% from 2.9 million litres per day to 1.7 million litres per day. LPG bucked the trend with a 7% rise from 4.1 kilotonnes per day to 4.4 kilotonnes per day.

The Dangote Refinery’s July output was a key part of the mix. For PMS, it produced 25.9 million litres per day. Domestic offtake was 25.8 million litres per day and exports hit 3.4 million litres per day, leaving a closing stock of 446.1 million litres.

For diesel, the plant produced 19.1 million litres per day. Domestic receipts were 15.7 million litres per day and exports reached 11.0 million litres per day, with closing inventory at 162.3 million litres.

For jet fuel, production stood at 15.6 million litres per day. Domestic receipts were 1.9 million litres per day and exports were 11.6 million litres per day, leaving 217.4 million litres in closing stock.
